To whom it may concern,

As of Stardate 96317.93, Deep Space Seven has been subject to a direct communication request from a Cardassian delegation led by Gul Drokan. Following a meeting with the delegation, concerns were raised regarding the conditions currently faced within Lakarian city, which has allegedly suffered crippling effects from the Hur'q conflict which, due to an alleged backlog, is facing an imminent crisis with starvation, rampant crime syndicates and limited power reserves. Please see attached my report on this matter.

The Prime Directive is clear. We can not involve the Federation, or by extension, Alliance in the natural development of a culture, in particular their government. But we also cannot ignore a clear crisis which will affect sentient life.

As such, I request a delegation from your office to investigate the situation within the city, and to forward a summary of the political climate within the Detapa council to my office. I am in particular interested in the current state of any additional political parties, the spectrum therein, and potential increases of military buildup within either the Council or Cardassian culture as a whole.

I would also appreciate being provided with Dossiers on both Gul Drokan and Glin Granek.

MISSION: Investigate unusual request for a meeting from Cardassian Gul Drokan

OUTCOME: Matter referred to Federation Diplomatic Corps pending confirmation with Federation Envoy on Cardassia.
Basic aid packages will be placed together within authority of Starfleet Command and an Alliance delegation shall be dispatched to investigate the situation in Lakarian city.

NARRATIVE: Gul Drokan and party arrived aboard Deep Space 7 at 20:26 station time, meeting occurred in Meeting Room 8 on deck 32.

At the outset of the meeting, Gul Drokan laid out his reason for not sending a request via formal channels, which was to avoid the message and his request being caught in civilian channels both within the Cardassian Union and Federation. His requests centred around a growing crisis in Lakarian city which had been subject to some of the worst results of the Hur'q assault on the Alpha and Beta quadrants. Rear Admiral Quistra questioned the reasoning for requesting a meeting outside of official channels and effectively off the books.

Gul Drokan explained that there is an administrative backlog and he fears that any process which involves the Detapa Council or Alliance Envoys would only add delay to what is already a potential crisis. Glin Granek also elaborated that while they had the support of the Detapa Council in these matters, the council had not authorised or endorsed this request.

Glin Granek made mention that they have no interest in pushing a political side, and are asking for an anonymous donation of supplies, both myself and Admiral Quistra reiterated that any materials from the Federation would be logged and any actions would be taken in cooperation with the Detapa Council through a civilian agreement upheld by Federation law.

Captain Park requested a visit to Lakarian city to investigate the current extent of the crisis and provide immediate support and aid where appropriate. Glin Granek confirmed he was within his authority to allow a visit, however in spite of this, he alluded that the Detapa Council may object on a matter of pride, making the Cardassian Union look fragmented. At this, Admiral Quistra once more informed the Cardassian delegation that while Alliance or Starfleet forces would be responsible for administering aid, the authorisation would need to come from civilian bodies within.

The Cardassian delegation departed and a short debrief was conducted. Captain D'Oreth suggested that civilian representatives of the Cardassian government, rather than a military representative delegation be convened to the Cardassian embassy on Bajor in Ashalla city for this request, rather than a Federation starbase on the Klingon border. The Captain further posited that the Gul and Glin would earn political favour and influence by negotiating this outside the Detapa Council which I agree with. Any dealings with this delegation must be done with the backing of the Detapa council.

RECOMMENDATION: Investigate claims of Lakarian city for authenticity, this is to be conducted with both the backing of Federation Diplomatic Corps and an Alliance/Starfleet taskforce to investigate the city. If an Alliance force is used, I would ask Dominion involvement to be kept to a minimum.

[Local] Granek@Zarro: We know with the lack of available starfleet vessels in this area during the Hurq attack, station like this must have taken significant damage. It's good to see that the reputation of Starfleet's engineers is earned
[Local] Drokan@GeoffB: That at least brings us to the topic in question. In essence, we have been given the task from the Detapa Council to rebuild the city and provide for the affected families.
Sileia T'Sai@S.J.Brex nods along stiffly at various points in the discussion.
[Local] Drokan@GeoffB: A noble and necessary cause, but one for which we haven't the required resources. Of course, this means we have to get a little creative in our solution.
Park@ecutts leans back and steeples his fingers to his chin as he listens.
Quistra@PlanetOfHats has a PADD perched on the arm of her chair. She glances at it now and then, then looks up with a quiet nod as she listens to Drokan make his appeal.
[Local] Drokan@GeoffB: It certainly was not my initial impulse, but given the gravity and necessity of the situation on the ground, our thoughts turned to the economic powerhouse of an ally just next door.
Kara@ShadowDragon8685 looks around the room, looking, frankly, a little lost, and perhaps a bit amused, a bit skeptical.
[Local] Granek@Zarro: We were certain that given the Federation's generous offer of protection to the Union after our dismanteling of our fleets, the alliance would be interested.
[Local] Sileia T'Sai@S.J.Brex: It's an agreeable request. What resources do you require?
Drokan@GeoffB smiles
Quistra@PlanetOfHats moues her lips. "If I may add something, Admiral T'Sai."
Kara@ShadowDragon8685 looks around the room, and then to the Admiral to her right, skeptically. She raises her eyebrow in the Standard-Issue Vulcanoid Interrogative.
[Local] Sileia T'Sai@S.J.Brex: Admiral Quistra.
Sileia T'Sai@S.J.Brex bows her head to allow her to take the table.
Phill'min@dhofmann has been sitting back, actually looking somewhat relaxed now. Well hell, this is her first formal meeting with a Cardassian after all. One might say she had a neutreal, yet still paranoid look towards it all.
Park@ecutts casts a quick glance over to Admiral T'Sai, his gaze then falling in Admiral Quistra's general direction.
Quistra@PlanetOfHats crosses one leg over the other. "Starfleet is obviously receptive to humanitarian concerns like this, and it's in all our interests to assist the people of Lakarian City. The last thing we want is a humanitarian crisis. I think that's above dispute. My question is around the fact that you've asked for this meeting outside of official channels and off the books. That raises a concern to me. I think we share the goal of ensuring that our resources go most quickly to where they're most needed. Why this back channel?"
[Local] Drokan@GeoffB: Ah, we imagined that this might cause some unwarrented concern.
[Local] Quistra@PlanetOfHats: "With all due respect, it's in all our interests to ensure that all bases are covered and that we're all on the same page."
Sileia T'Sai@S.J.Brex nods to Admiral Quistra and looks back to the Gul.
Kara@ShadowDragon8685 looks at Drokan, and at 'unwarrented concern,' gives the kind of skeptical expression that can only possibly (under normal circumstances) come from a teenager.
[Local] Drokan@GeoffB: Allow me to explain. We have been working with our various agencies that are meant to provide for us in times of crisis. But there is devestation all across the planet and resource management has been stretched thin. We have been stuck behind a myrid of regulatory policies, and requests have been backlogged.
[Local] Drokan@GeoffB: These families need the support as soon as possible, and we did not want to wait for our superiors to finally get around to us. We have been forced to get creative with our solution.
Quistra@PlanetOfHats leans forward slightly, elbows on the table. "Here's my concern, and I voice it with considerable respect. We've been working through the Detapa Council not only to assist in the rebuilding of Cardassia, but in support of the civilian government. Any aid released by the Federation Council would be directed through the civilian government. I'm worried that we have two possibilities before us. The first one is that we release the aid and it logjams behind these same policy gateways. The second is that we release it through back channels, and that leads to the Federation tacitly acknowledging a parallel power to the civilian government. We both know that's never ended well for Cardassia."
[Local] Drokan@GeoffB: Of course, this is not ideal, and I assure you I take no pleasure in "jumping" the line.
Quistra@PlanetOfHats shifts in her seat. "I suppose what I'm asking is how we can achieve this goal without driving a wedge into Cardassian politics, Gul Drokan."
Kara@ShadowDragon8685 looks over to her right, past Admiral T'Sai to Admiral Quistra.
[Local] Kara@ShadowDragon8685: "Admiral, if I may?"
Quistra@PlanetOfHats nods to Kara once.
[Local] Kara@ShadowDragon8685: "You've neglected a third possibility, sir." She gestures across the table. "That these two are rogues, shysters, or True Way looking to hoodwink us out of materiel they can't get from an increasingly less sympathetic Cardassian public and abscond with it."
Park@ecutts covers half his face with his right palm.
Kara@ShadowDragon8685 fixes Drokan with a hard look. "Why, exactly, *would* you come to *us,* a collection of literally whomever happened to be in Warp range when you show up unannounced?"
[Local] Granek@Zarro: Such accusations, I am aware that starfleet has, in the past, had issues with terrorists in its ranks. I believe it was one of your own that stole replicators bound for Cardassia for his own group of rebels, so I can completely understand your councern. What is that human expression, once bitten, twice shy?
[Local] Vittoria Calogero@Serenissima: Vittoria seemed to agree, though she kept her expression studiedly neutral. She'd been focusing on examining the body language of the Cardassian pair, throughout, nowhere near a strong enough telepath to be able to even attempt to read them at this distance... let alone Cardassians, with their famously inscrutable minds.
Quistra@PlanetOfHats purses her lips. "Let's all dial down the temperature here for a minute, Glin, Captain."
[Local] Granek@Zarro: But, the council will verify our identities as loyal servants of Cardassia. Perhapse my rank allows me to address this in a way the good Gul can... choose not to hear?
Granek@Zarro turns to Drokan for confirmation
Quistra@PlanetOfHats turns her black eyes from Kara to the Cardassian pair. "I think the concern here speaks to the same thing: Process. Proper channels, proper accountability, strong relationships."
[Local] Drokan@GeoffB: I agree that we ought to remain calm here. Our concern is for the welfare of our people. There is no need to bring up charges of "True Way" sympathies.
Kara@ShadowDragon8685 smiles at the Betazoid admiral, and leans back from her forward posture, sitting with spritely poise on the edge of her chair.
[Local] Granek@Zarro: In truth, the council does not wish to show more weakness then is necessary. It is still quite a fledgling government, and the trust of the people is more important to some then their good.
[Local] Drokan@GeoffB: I certainly agree that in times of stability, the systems we have set up to meet our needs are perfectly adequate. But we cannot, in good conscience, sit back and watch millions go without necessities
[Local] Granek@Zarro: Sadly, there are those few elements that would rather see themselves re-elected then help the people of Cardassia. But I can understand your concern about political favouritism. I have a solution that may solve that particular issue?
[Local] Quistra@PlanetOfHats: /me picks up the glass of water in front of her for a measured sip. "Of course, anything decided here is mostly in principle. Foreign aid is voted on and decided by the civilian government of>
Quistra@PlanetOfHats the Federation - that is, with a vote of the Federation Council." She pauses for a moment. "I'd like to hear your solution, though I'd also like to clarify if you're here on behalf of the>
Quistra@PlanetOfHats Detapa Council, or if this is a freelance effort."
[Local] Granek@Zarro: I will admit, we are here of our own accord. The council has made no "official" request for this meeting. However it would be wrong to say the council is unaware of us.
[Local] Sileia T'Sai@S.J.Brex: If you would enlighten us as to which party you represent?
[Local] Drokan@GeoffB: We simply represent the pressing interests of those we have been entrusted in Lakarian city. This is no grand conspiracy and I will be as transparent in our relief activities as I can with you.
[Local] Granek@Zarro: We have no interest in using this to support a political side, we would be just as happy if aid can be delievered anonymously without us being made reference to.
Quistra@PlanetOfHats glances at T'Sai, sipping her water. Her expression is unreadable.
[Local] Drokan@GeoffB: Sometimes true patriots have to act quickly to meet the needs of their countries. I figured that having the Federation as a partner in this may help to keep us honest.
Kara@ShadowDragon8685 places her fist under her chin, suddenly looking deep in thought, pursing her lips and kicking her legs - which fall short of the floor, given the comparative heights of herself and the chair.
[Local] Kara@ShadowDragon8685: "How big is Lakarian city, again? Population, geographic area? What sort of nessessities is it falling short of?"
Phill'min@dhofmann sat there, thinking that if this was a different... event, a crew of ships would be on the way already. Then again, what she is used to; these said ships didn't have valuable equipment like
[Local] Phill'min@dhofmann: replicators, and also Governments didn't seem to have the ability to form such large fleeps to possibly capture another as they do today.
[Local] Granek@Zarro: The population, before the attack, was nearly up to pre-dominion war levels. Before the Lakarian city atrocity, that is. At the moment it stands at just over a million souls. Power supplies are being
[Local] Granek@Zarro: reserved for essential services, little food is being imported, and there are a variety of infrastructure issues
[Local] Drokan@GeoffB: Of course, we will provide detailed statistics of our situation on the ground if and when we reach an agreement on the possibility of aid.
Kara@ShadowDragon8685 nods to herself, her eyebrows furrowing. "And you..." Kara raises her eye at Drokan. "You have the rank of Gul. But you didn't come in your own ship. Is your rank an administrative one?"
[Local] Kara@ShadowDragon8685: "Do you command an infantry unit instead of a vessel, perhaps; or perhaps an oceangoing planetary patrol craft?"
Drokan@GeoffB looks down a moment.
[Local] Drokan@GeoffB: Administrative is the word, yes. Our diminished fleet capacity has thus far prevented approval of my requests for a command.
Kara@ShadowDragon8685 frowns and nods to herself, leaning back and bobbing her head.
Quistra@PlanetOfHats curls her fingers around her glass. "Why do you think you were passed over?"
[Local] Drokan@GeoffB: Oh I assure you it is merely a logistical issue. Countless officers are up for these positions. I am no better suited for a ship than any one of them.
[Local] Drokan@GeoffB: But of course, these details are irrelevent to the matter at hand.
Phill'min@dhofmann was rather starting to enjoy this game of chess that was now being played. Eyes darting from one side of the table to the other as they kept going.
Quistra@PlanetOfHats sips her water, then glances to her left. "I think it's important to ensure that we're not undermining the Detapa Council, but also that aid resources are being distributed effectively."
[Local] Quistra@PlanetOfHats: "To me, working tactfully and cooperatively with the civilian authority seems to be the best approach."
[Local] Granek@Zarro: That approach has left many in starvation.
Park@ecutts leans back once more, clear that he has many thoughts on the matter now the more he listens.
[Local] Sileia T'Sai@S.J.Brex: Of course you will understand, any supplies you request would be processed through standard Federation channels, their journey through our supply chains logged.
Quistra@PlanetOfHats tilts her head slightly to the side. "What you're asking for is for Starfleet to undermine the legitimate government of Cardassia on the word of the military. You understand why that's impossible.
[Local] Sileia T'Sai@S.J.Brex: Should the Federation council agree on a release of these resources, the Detepa Council would also be notified and queried as to the current situation in Lakarian city.
Kara@ShadowDragon8685 starts to rock side-to-side, letting out a (rather quiet) 'hrmmmm' of thought as she starts visibly going into deep contemplation.
[Local] Drokan@GeoffB: I understand the sentiment, and were I in your position, I would press this issue as you have. And we have made it no secret to the Detapa council that we need the assistance.
[Local] Sileia T'Sai@S.J.Brex: As Admiral Quistra states. In it's current form, this proposal is not something we can agree to, without the backing of the Detepa council.
[Local] Granek@Zarro: Gul, if I may, how many would die while this is being debated and put through official channels?
[Local] Granek@Zarro: This valuing of petty political stature over lives is the reason we're here and not at the council now.
[Local] Vittoria Calogero@Serenissima: "If I may. Surely, if your intentions are as noble as you propose, there can be no issue with this being logged and noted with the Council and with Starfleet Command."
[Local] Granek@Zarro: I understand that you wish to remain impartial, we are happy to aquiest to any measure that removes any sort of political interference. Third parties, anonymous donations, starfleet hauling the goods
[Local] Granek@Zarro: themselves if you so wish. But if political preening is worth the lives lost, then I agree entirely. We do have nothing to discuss.
Kara@ShadowDragon8685 shakes her head and sighs, letting out a snort. "I don't think you understand the issue we're facing as Starfleet officers."
Park@ecutts finally lets out a soft, barely audible sigh.
[Local] Drokan@GeoffB: If it is merely a question of trust, we would be more than happy to see a detachment of Starfleet engineers assist in the rebuilding efforts. See where the resources are going. In the hands of the
Quistra@PlanetOfHats sets her glass of water down. "We have only your word on the status of Lakarian City. This is the first suggestion we've had that the situation is nearly so dire."
[Local] Kara@ShadowDragon8685: "We, all of us, are official representatives of the United Federation of Planets. Whatever we do is therefore taken as a *de facto* and *de jure* action of the Federation. You're asking us to bypass-
[Local] Kara@ShadowDragon8685: the Detapa Council - the government of the Cardassian Union - and provide aid directly to a subdivision thereof. That would be a grave breach of the Union's sovereignity."
Park@ecutts looks to T'Sai and Quistra, "Admirals, if I may?"
Quistra@PlanetOfHats nods to Park. "Go ahead, Captain."
[Local] Sileia T'Sai@S.J.Brex: Captain Park.
Kara@ShadowDragon8685 clams up, leaning back and nodding to Captain Park.
[Local] Vittoria Calogero@Serenissima: Vittoria tapped at her PADD under the table, very subtly, touch-typing without looking down. A text message sent back to the Maestrale, to her First Officer. [Keep a close eye on the Cardassian ship.]
[Local] Park@ecutts: "As you say, at this moment we do not believe the situation so dire. Perhaps to start with, a...visit...through proper channels, to get us on the ground and see the situation for ourselves?"
Kara@ShadowDragon8685 unsubtly pulls a PADD out of her bag, but unobtrusively starts typing on it.
Phill'min@dhofmann widens her eyesa ad her antanna perk up. Park said a comment that certainly got her attention.
Park@ecutts turns his gaze to the Cardassians, a momentary pause before he continues.
[Local] Park@ecutts: "With all due respect, Gul Drokan, what you're asking us is to strongarm your Council and force our way in to provide aid directly to your people...or at least this is what I gather from your words"
Granek@Zarro looks to Kara "Has the Federation stance on aid and sovereignity changed? In any case I assure you that we have no intention of becoming the next Romulan republic." Turns to address the table "If
[Local] Granek@Zarro: if will make things easier, it is entirely within our power to clear visits from dignataries. While the council may oppose it on merit of 'pride' they have no legal standing to stop it. I would be happy to welcome your representatives to Lakarian city"
Park@ecutts turns to the Admirals as the Glin makes note of their authoritiy to clear visits.
Quistra@PlanetOfHats frowns. "Again, you're putting us in the position of opposing the Detapa Council - with whom, I'll note, the Federation is allied. Starfleet won't become a pawn in infighting between the>
[Local] Drokan@GeoffB: There is reasonable concern that we are acting against protocol and that this may pose diplomatic issues with the civilian government. Rest assured, we are fulfilling the orders of the Detapa council
Quistra@PlanetOfHats military and the council."
[Local] Drokan@GeoffB: by coming here. Perhaps not as they might have envisioned, but no questions will be asked to us or Starfleet if we are able to turn our situation around in Larkarian city.
[Local] Granek@Zarro: Starfleet, as per the treaty with the Detapa council, is responsible for our external defense. This grants you full right to move about our territory as you see fit. An invitation from the military
[Local] Granek@Zarro: is mroe then enough to allow you access to the city.
Park@ecutts leans back into his chair and allows the Admirals to continue the conversations once more
Quistra@PlanetOfHats clears her throat. "I think our step here is to file an urgent report with our envoy to Cardassia. That should get things back into proper channels."
Kara@ShadowDragon8685 shakes her head and leans back, looking up at Gul Drokan. "As I understand this, Gul Drokan, the Cardassian Union is rather decentralized at present, and the various sub-level polities are assumed
[Local] Kara@ShadowDragon8685: to have *de jure* authority to negotiate their affairs as they see fit unless and until it breaches the law or enters the realm of politics where they would be effectively attempting to speak on
[Local] Kara@ShadowDragon8685: behalf of Cardassia Prime or the Union itself... Is that correct?"
Quistra@PlanetOfHats glances at Kara and clears her throat.
Park@ecutts slowly gets up from his chair and moves to stretch his legs for a moment, raising his hand slightly in a general apologetic gesture.
[Local] Quistra@PlanetOfHats: "Ultimately, this task force does not have jurisdiction over Federation affairs in Cardassia. The limits of our authority is to kick the ball into the proper court."
Quistra@PlanetOfHats sets her PADD in her lap. "Admiral," to T'Sai. "My best recommendation is that we contact the Federation envoy to Cardassia with this information and look to get the ball rolling through those >
[Local] Drokan@GeoffB: You would be correct on that account. The days of the overcentralised Union are over and individual constituencies have been granted greater authority in their affairs. Having to ask for such aid does
Quistra@PlanetOfHats > channels. As said, the Federation supports the reconstruction of Cardassia. We can do it the right way."
[Local] Drokan@GeoffB: not make us look great, in the eyes of our people, but it is certainly not criminal.
Kara@ShadowDragon8685 suddenly smirks, gleefully.
Granek@Zarro turns to the Gul, and mutters a little too loudly "They had no problem handing out industrial replicators to terrorists attacking our colonies in the past."
[Local] Kara@ShadowDragon8685: "You mean it would be politically... Galling, for the Depata Council to be upstaged in aiding Lakarian city?"
Sileia T'Sai@S.J.Brex nods "We shall contact the Cardassian Envoy to take these matters forward. We shall see to it that this request is expediated where possible and appropriate if the situation is as you describe."
Quistra@PlanetOfHats taps her PADD against her hand. "I'm going to ignore that chewing of old soup for the sake of diplomatic courtesy, Glin."
[Local] Granek@Zarro: I am sure those living within the regional pet projects of the council will be most appreciative. Gul, I believe we've done all we can here. Would you agree?
[Local] Vittoria Calogero@Serenissima: Vittoria's black eyes turned curiously to Kara as she felt the glee radiating off the green-haired Romulan.
[Local] Kara@ShadowDragon8685: "Quite right, Glinn. You have done all you can do... Here."
[Local] Drokan@GeoffB: That is a straightforward and understandable course of action, Admiral. Regrettable, in our case and to the urgent needs of our people, but a Cardassian must respect those who are "By-the-book".
[Local] Kara@ShadowDragon8685: "You've made your approach for a speedy, back-channel resolution, frankly, to the wrong people."
[Local] Granek@Zarro: Admiral, are all of your subordinates this... spirited?
Quistra@PlanetOfHats gives Sileia a glance, not knowing Kara from Adam herself.
Sileia T'Sai@S.J.Brex turns to Kara "Thank you, Captain." she speaks with no emotion.
Phill'min@dhofmann for the past couple of minutes has been shifting around in her chair as if it was made of sandpaper. Personally, she was not liking the outcome. But, she felt it wasn't her place to open her-
[Local] Phill'min@dhofmann: -mouth.
Park@ecutts looks up and back at towards the table, realising the discussion seems to be drawing to a close.
[Local] Drokan@GeoffB: I thank you again for your time. This was still rather enjoyable, all things considered. I am rather a fan of these diplomatic discussions.
Kara@ShadowDragon8685 stands up when the Admiral does, stretching and rocking back and forth on her feet.
[Local] Sileia T'Sai@S.J.Brex: Gul, Glin. I have found this meeting agreeable, I would be facinated to see how your appeal is recieved by the Cardassian Envoy.

Kara@ShadowDragon8685 leans against the side of a chair, shaking her head and looking slightly disheveled - as if she had just been runing. She takes a few moments to run fingers through her hair, revealing her ridges.
[Local] Vittoria Calogero@Serenissima: Vittoria gave Kara a curious glance as she sprinted back into the room and leaned against the table, though only for the briefest moment.

Quistra@PlanetOfHats nods quietly. "Helping them is the right thing to do. But so is strengthening civilian government. We don't need another situation where the military goes around its civilian oversight."
[Local] Kara@ShadowDragon8685: "That's an understatement. Lakarian City was razed in two seconds."
[Local] Quistra@PlanetOfHats: "If we deal with the military first, we set the precedent for the military being able to trump democracy. That's not good."

Quistra@PlanetOfHats folds her arms with a frown. "And that's what bothers me. If Lakarian City was truly on the verge of a crisis, why is this the first we've heard of it? Something'd off here. I want to know more."

Phill'min@dhofmann glances towards Admiral Quistra, almost wanting to say 'Well, send them!' Those antanna perked forward, but she kept her place. "..Understood.."
[Local] Kara@ShadowDragon8685: "I just read up on the political situation on Cardassia. In rough, admittedly, but the Gul confirmed my understanding. Lakarian City has standing to negotiate trade deals and other such neogtiations."

BACKGROUND

The Khitomer Alliance is a coalition between the major factions of the four Quadrants. The United Federation of Planets, the Klingon Empire and the Romulan Republic established the Alliance following the signing of ceasefire between the Federation and the Klingon Empire in 2413 on Qo'noS. The Alliance was later expanded to other powers including The Dominion, Cardassian Union, Deferi, Lukari Concordium, and Kentari Union.

Early in its creation, the coalition was sometimes referred to as the "Delta Alliance", as it also includes several Delta Quadrant races who allied with the forces of Alpha and Beta Quadrants during the conflict with the Vaadwaur.

NEW ROMULUS PEACE TREATY

Following the Iconian War, in 2415; Federation President Aennik Okeg, Klingon Chancellor J'mpok and Romulan Proconsul D'Tan met for a summit on New Romulus to establish a formal peace agreement. The agreement was open ended with few restrictions, it was based heavily on the original Khitomer Accords and mostly reaffirmed borders and territories.

Of note however, the new treaty praised the efforts of the temporary joint command fleets and taskforces since the discovery of the Jouret Iconian Gateway and Solanae Dyson Sphere beyond. The treaty lays out a potential groundwork for a permanent task force to present a unified response against any future threat, using the basis provided by Omega Force which was formed in response to the Borg threat.

After a failed assassination attempt on both the President of the United Federation of Planets and Chancellor of the Klingon Empire by an unknown assailant the treaty was placed on hold until later in the year, where all dignitaries once again met, this time on Khitomer leading to the treaty being successfully signed on the 15th of November, 2415.

THE HUR'Q CONFLICT
In early 2417 the galaxy was once more consumed in conflict as Tzenkethi vessels throughout the Alpha quadrant attacked planets with protomatter weaponry. The members of the Khitomer Alliance responded by denouncing the Tzenkethi and moving vessels to intercept the Tzenkethi fleets. During an investigation by the Lukari, it was discovered that some planets that were attacked did not support life, indeed would never have supported life. revealed that the Tzenkethi had not been targeting the planets or species, instead their attacks were to quell a Hur'q invasion force.

During the Tzenkethi's purge, the dormant Hur'q awoke throughout the galaxy. The gamma quadrant was particularly hit hard and a contingent of Dominion vessels, dubbed the Vanguard fleet entered Federation space seeking assistance. Led by Founder Odo, the remnants of the Dominion fleet worked with Alliance members to combat the Hur'q, leading to an all-out attack upon the Founder homeworld.

During the battle, Alliance scientists were able to produce an enzyme based on Ketracel White that was able to pacify the attacking Hur'q. Following the battle, the Alliance welcomed the Dominion to join as Alliance members, with a requirement for Jem'Hadar to be given the choice to be freed of their Ketracel White addiction.

Additionally, a new Neutral Zone was established in the Gamma Quadrant between the Dominion and Hur'q borders with a joint Alliance force assisting the rebuilding of Havas-Kul, the Hur'q homeworld. Additionally there have been an establishment of peace talks between the Dominion and the Karemma.

JOINT EFFORTS
Over the course of the years following, members of the alliance worked cooperatively on numerous projects throughout the galaxy, be that recovery and reconstruction following the devastating conflict with the Iconians and Hur'q or combining ship building efforts to create enhancements to planned new classes of starships utilizing the best design and ingenuity of all member civilisations.

The Allied Cooperative Starship Development Board (ACSDB) was created to oversee the final stages of many new vessels, identifying the strengths and weaknesses of comparative designs between treaty members and making late stage amendments to these designs. This led to a number of shared technologies and systems being used in various vessels, such as the Narendra and Vor'ral class starships.

Perhaps the most famous of these early cooperative class designs were the Edison, Chargh, Kholhr and Dominion Vanguard warships. However it wasn't until late 2418 that a fully realised fruit of the Alliance was born with the commissioning of the AFS Khitomer and release of the new line of starships in the Khitomer-class Battlecruisers that the first Alliance fleet was formed.
The Khitomer class boasts an impressive array of both stopping and staying power, featuring prominently the design influences of Starfleet and Klingon Defence Force however digging a little deeper reveals technologies from the Romulan Republic Militia; in the form of power transfer conduits that dynamically regulate weapon power with excess shielding to deliver greater firepower with less risk of damaged components in prolonged engagements, and Dominion Vanguard contributions adapted from their polaronic emitters allowing a comprehensive anti-proton weapons package as well.

Commissioned in 2365, the San Francisco was amongst the first Galaxy class vessels to have been completed. Much of the San Francisco's early duty came in the form of light scientific duties or ferrying supplies to far flung Federation colonies. While much of the San Francisco's early service wasn't particularly noteworthy, she did receive a number of upgrades ahead of her sister ships, proving a reliable test bed for engine and system modifications, as well as using these advances to positive effect in defusing a skirmish between a number of Klingon vessels during the Klingon Civil War of this period.

DURING THE DOMINION WAR
During the Dominion War, the San Francisco fought with elements of the Fifth Fleet at Operation Return, the First Battle of Chin'toka and the Battle of Cardassia. During the Battle of Chin'toka, the San Francisco took direct fire from multiple orbital weapon platforms leading to severe damage to much of the ships structure, however the ship and her crew continued the assault valiantly, awarding the San Francisco her first Unit Citation and battle honours.

The San Francisco spent much of 2375 in Drydock undergoing repairs to her superstructure, while it was not able be fully completed by the time of the Battle of Cardassia. Despite Starfleet's reservations, the San Francisco once again entered battle proving an nearly unstoppable force against the Dominion, providing covering fire for much of her battle group, joining with the USS Sarek to provide support for the USS Magellan while herself sustaining only minor damage.

Following the battle, the San Francisco used her largely undamaged internal volume to house as many survivors from stricken ships, returning to Deep Space Nine to be awarded her second Unit Citation.

POST DOMINION WAR
In 2378, the San Francisco was attached to Starbase 12 under the direction of Vice Admiral Alice Liu, alongside the USS Venture to participate in combat drills. This quickly escalated to full combat operations during the Kessok incident where the San Francisco was called upon to assault the Cardassian Starbase Litvok Nor. The mission was a success and the San Francisco once again returned to a routine duty along the border of the Briar Patch. Captain Eina Zeiss continued to petition for an extended exploration mission, but it wasn't until two years later in 2380 that this wish would be granted.

FIVE YEAR EXPLORATION MISSION
The San Francisco's first five-year exploration mission was approved, following the effective collapse of the Romulan Star Empire, in the wake of Shinzon's rebellion in 2379, this opened new exploration avenues in the far Beta Quadrant. During this time, the San Francisco performed in-depth studies of almost fifty light years, expanding on Starfleet's astrogation and navigation databases, including the charting of fourteen G-Type Star systems and eleven M-Class Planets.

However, in the fourth year, 2384, the San Francisco was recalled to the Romulan Border to bolster Starfleet's forces in what looked like almost certain open war between the Romulan Star Empire and Imperial Romulan State. While this war ultimately did not come, the San Francisco remained stationed near the Romulan Border for the time being. More pressing developments did occur later in the year, and the San Francisco was relocated to the Triangle, an unclaimed area of space between the three major galactic powers of the time, in a peace keeping effort to diffuse the situation between the Romulans, Klingons and Gorn.

THE KHITOMER CRISIS
In 2385 the San Francisco assisted in the evacuation of Khitomer, and returned to Utopia Planitia for extensive refits, upgrading major internal and external systems. It was also in this year Captain Eina Zeiss stood down from her position, and her Executive Officer, Gavin Bucanan, took the role of Commanding Officer.

By late 2386 the San Francisco was launched once again, pressed into immediate service near the Klingon and Gorn border to assist in further peace keeping duties, however, with the destruction of Romulus a few months later, the San Francisco was joined by only a few other starships to reinforce the Federation border at Starbase 234 in fear of a possible retaliation from the Klingons, and remained on station for almost a year, before being recalled to Starbase 39.

While assigned to Starbase 39, the San Francisco began long range assessments of the effects of the Hobus Supanova and assisted in the distributions of provisions and medical supplies to Romulan colonies in the Sierra, Vendor, Dimorus and Lirss Sectors. This distribution of aid continued for a further four years, before the San Francisco returned to Mars once more to undergo an extensive refit in 2391, replacing many of her original isolinear computer systems with enhanced bio-neural gel packs and upgraded sensor, warp and shielding systems.

It had been planned that the San Francisco could be dispatched close to the Hobus system to begin shorter range and more in-depth scans were waylaid by reformation of a Romulan senate in 2392 and the San Francisco was instead directed towards the Bajor system, assisting with the final stages of Bajor's full acceptance into the Federation. This would also see Captain Bucanan's final mission as Commanding Officer of the San Francisco, a seven-year assignment that saw over 40 successful missions of mercy, three successful combative operations and even one successful first contact.

THE CARDASSIAN STRUGGLE
Following Captain Bucanan's transfer to the USS Sentinel, the San Francisco was assigned to Deep Space Nine under the Command of Captain Davis Stone, a career officer from Starfleet's Command School, Stone had seen extensive service through the Dominion War and was a hardened tactical officer. His duty aboard the San Francisco saw multiple patrols around Cardassian space, fending off attacks from mainly Nausicaan and unaffiliated Breen raiding parties aimed at outlying Cardassian settlements.

The San Francisco became well known to many colonies within the area and for one of the first times since the Dominion War, a Galaxy class vessel could make use of its large civilian facilities, and often housed multiple traders and assisted in the movement of large cargo between the Cardassian colonies. Life aboard the San Francisco however was not always easy for civilians, as the ship was under almost constant threat from Nausicaan raiders and would sometimes be called away from colonies, not able to return sometimes up to three months later. Regular shuttling services were established a year later, once adequate security improvements had taken place.

In early 2397, the Cardassian Detapa Council completed a three-year long audit of all post-war assets and found that no less than 75 Galor class vessels and countless supplies of weapons had been lost. The San Francisco was despatched to assist investigations of these reports however even with the upgraded sensors, the search was unfortunately futile. It was impossible to determine when in the past three years the ships had gone missing, and any trails would have since gone cold. However, acting on information obtained from Yridian traders, the San Francisco set course to the Orias system to locate the missing vessels. The system, however, was blockaded by Dominion vessels, identifying themselves as being private security for a mining facility, limited long range scans that were performed were inconclusive at best, and San Francisco had to return home.

Returning to Deep Space Nine, the San Francisco was violently ejected from warp midway between Cardassia and Bajor, the hull around the converted 'promenade' area experienced structural collapse, resulting in the sudden expelling of atmosphere. Miraculously the worst injuries were broken arms and legs as many civilians had already departed from the ship prior. No failings in the deflector grid had been detected, and the structural integrity field remained stable elsewhere. San Francisco continued to Bajor under low warp where engineers at DS9 patched up the hull as best possible however were unable to do much to the understructure of the hull with their limited facilities.

DOWN IN DRYDOCK
San Francisco returned to the Aldebaran shipyards for extended repair and system overhauls, Stone reported the ships findings back to Starfleet and was then reassigned to the USS Indiana to further investigate while the San Francisco was undergoing repair.

A thorough investigation into the cause of the structural failure was launched, and it wasn't long before large fissures in the actual superstructure of the starship were found, extending not only through the saucer, but also into the Engineering hull as well. Under normal circumstances the vessel would have been decommissioned, however upgrade projects were currently underway and in an unusual move, Starfleet approved a full retrofit of the vessel.

Over the next five years, most of the superstructure of the vessel was replaced as part of the Advanced Starship Design Bureau's Starship Modernization Project. The internal structures of the warp nacelles were replaced, which would be able to take advantage of new warp technologies and slipstream travel, able to surpass the current warp-10 barrier, without requiring a transwarp network. This retrofit also introduced an early prototype of Starfleet's new modular construction system, made easier by the Galaxy's design of easy saucer separation and nacelle replacement.

In an unusual move on Starfleet's part the focus of the upgrades were around tactical and defensive systems. This was seen as a requirement as it was then, due to deteriorating relations with the Klingon Empire and open skirmishes breaking out between the Gorn and Klingons, Starfleet was gearing for a potential conflict between all of the major powers. In 2404, the San Francisco was once again launched.

TENSIONS WITH THE KLINGONS
Following her relaunch in late 2404, the San Francisco proceeded to the Hromi cluster under command of Captain Victoria Calder both to assist building up the defence of Federation citizens, and also to offer rapid tactical response in the region.

It did not take long for this to be required, and soon the Klingon forces began their attacks on Federation colonies in early 2405. The San Francisco joined in with a small battlegroup near the Korvat system, providing covering fire and fleet support. Following the battle, she assisted in the towing of the USS Montgomery Scott back to Starbase K-7 following heavy damage to their warp systems. The retrofit of the San Francisco was a success, both as first combat action for the new defensive technology and of the new modular construction techniques allowing easy replacement of the San Francisco's port nacelle following combat damage. The San Francisco continued to participate in several combative actions over the next few years, holding the line against Klingon aggressors.

In 2409, Captain Calder resigned, and command of the San Francisco transferred to Captain Nylassa sh'Alundi, a capable, yet relatively inexperienced commander. The San Francisco was formally welcomed into the mobile Fifth Fleet under the command of Admiral James Thompson. During her time in the Fifth Fleet, the San Francisco was assigned to many duties, both combat and exploratory, however she was never far from the action.

During the battle of Vulcan, the San Francisco faced off Romulan aggressors and she was part of the fleet that assisted in the liberation of Deep Space Nine from Dominion Occupation in 2411.
This period was not all combat orientated, as the San Francisco continued building ties with displaced colonies and assisting with the establishment and security of new trade routes throughout previously contested Cardassian space.

With the San Francisco's proven record and now more capable commander, the San Francisco was transferred to the Beta Ursae Sector Taskforce had been used to deter True Way attacks, with Starfleet exercising the history of the San Francisco to great effect, garnering support from both civilians and Cardassian Defence Forces alike.

THE BREEN INVASION OF DEFERI SPACE
In late 2411, the San Franciso was diverted to the Deferi sector to respond to an invasion orchestrated by Breen aggressors. Her primary duties saw frequent patrol routes protecting the Deferi colonies established in the Kelvani Belt as well as assisting with the rebuilding of damaged or destroyed habitats within the belt.

With the discovery of the Preserver Archive on Lae'nas III, the San Francisco was tasked with defending the planet until a more permanent research post could be constructed. Whilst this duty started relatively quiet, tensions began to grow as a Klingon Battlecruiser, under the command of General Kuruk, son of Dal'bar, entered the system claiming a similar purpose. Both vessels sat a quiet distance apart, maintaining high alert and a tense stand off ensured.

Neither vessel opened fire on each other however, instead a full flight of Breen warships entered the system, the last of such attacks from Breen forces, using the standoff to their advantage. With both vessels distracted, the Breen began their assault. The San Francisco's defences were quickly overwhelmed however not before disabling four Breen vessels. As Breen ships continued to pour into the system, the order was given to abandon ship as significant portions of the outer hull had been destroyed, and major internal damage and decompression had occurred throughout the vessel.

As support arrived from both Starfleet and KDF forces, the Breen were forced to retreat and the San Francisco and her crew were recovered.

DOWN IN DRYDOCK ONCE MORE
Following the near loss of the San Francisco she was towed to Utopia Planitia, however there was some furious debate as to whether it would be worth repairing the vessel, retrofitting into a newer specification craft or decommissioning and scrapping the remaining spaceframe. Ultimately the decision was taken to repair the San Francisco to her former glory, helped in part by the recommendation of Admiral Davis Stone, then director of the outgoing Starship Modernisation Project.

Repairs to the San Francisco became a somewhat personal project led by the former Captain as well as some members of his original crew, whilst this was met with admiration from some, others saw it as a waste of time. The invasion of the Alpha and Beta quadrants by Undine forces didn't help his position, and many resources which had been reserved were reallocated to the rebuilding effort of Earth Space Dock.

Over the course of 2413, with the defusing of Undine tensions and exploration initiatives starting in the Delta Quadrant, reconstruction work was started and damaged major systems were replaced, in October the warp nacelles were replaced with upgraded units and by December work had begun replacing the impulse drives. By March 2414, work had begun replacing the shield and SIF systems and a new warp core was installed. With the invasion of Iconian and Herald forces, work was accelerated in order to return the San Francisco to combat readiness and in July work had begun to restore damaged sections of the hull, as well as new phaser arrays and torpedo systems. Finally in September, the deflector systems had been replaced.

Whilst she was unable to take part in the assault on the Herald Sphere she was hurried into action at high impulse to defend Jupiter station during the Iconian attack on Sol. Her tactical systems proved reliable in the battle, however her deflector and sensor systems had not been properly calibrated leaving the ship with little more than manual targeting. With the sudden cease fire, San Francisco returned to Utopia Planitia for final systems checks and an official rechristening. Admiral Stone took the vessel as his flagship and completed a brief shakedown before being ready once more for duty.

VICTORY TOUR
While the San Francisco had only seen limited action throughout the Iconian War, she was also one of Starfleet's few remaining fully functional vessels. She was assigned to the Starfleet Engineering Corps Mobile Division and was used as a supply and support cruiser, ferrying supplies along the 100-colonies 2-year victory tour throughout much of the Alpha and Beta Quadrants.

Upon her return, the San Franciso was given a refit and reassigned to another of her former commanding officers, Captain Nylassa Alundi.

NARRATIVE: Two days ago, Starbase 18 had detected a nadion radiation burst emanating from the fourth planet of Lambda Microscopii Gamma 214, a known pre-warp civilisation. During the Iconian War, a Danube Runabout, the U.S.S. Thames had crash landed on the planet, approximately 3km from sentient life on the planet. The Runabout was reported destroyed by annihilation reaction, and both crew were confirmed rescued. To Starfleet's knowledge, no trace was left behind, and Starbase 18 was assigned as a long range observation post.

Upon arrival to Lambda Microscopii Gamma 214 IV, the San Francisco carried out scans, which confirmed the planet was roughly at a level of development comparative with Earth circa 18th or 19th century. Due to a heavy deposit of Kelbonite around the settlement, sensor and transporter locks were unreliable, meaning we were unable to beam the phaser or other potential items and had to take a shuttle to the planet. Luckily, a Romulan vessel was in the area, commanded by Commander Devlak, and offered assistance in the capacity of a cloaked shuttle, which we took to the surface. Due to limited preparation time, the away team were equipped with adapted holographic camouflages, in addition to the normal away gear of a phaser and tricorder.

Upon arrival to the planet, we made our way in the direction of nadion radiation, and found a small clearing with a lone member of the species, who identified himself as an Inquisitor. After an intense round of questioning, it was discovered that the area appeared to be undergoing something akin to a Witch hunt similar to those undertaken on the European continent of Earth around a similar period.

After our questioning, the Inquisitor had deduced we were not native to the area, and we had to improvise. I attempted to play deceit, to say we were acting on behalf of the Inquisitor's superiors while Commander Klaarna took a more direct approach to say we were from an entirely different region. The Commander's actions bore fruit and I commend her for her fast thinking. The Inquisitor carried out a Witch test, which involved a cut along the arm. Commander Klaarna agreed, and while on her body the holographic imager was able to disguise her blood as red, the blood on the blade itself retained a pink colour.

The Inquisitor mentioned that a Witch's blood would be green, to go along with their skin, with talk of a "Palisade" that fell from the sky two generations ago. Around 100 years ago, the Hromi Cluster would have been located within Orion space. It would appear an Orion vessel crash landed, killing most of the crew. The few that remained were hostile towards the native inhabitants and were branded as Witches. No trace of an Orion ship was detected from orbit, however.

The Inquisitor shared details of the Witch he was hunting, who carried a wand which could fire bright lights capable of turning a man into dust. Shortly thereafter, the "Witch" revealed herself, who looked little more than a late-teenager. She attempted to fire the phaser at myself, however after multiple uses at its highest settings, and the presence of Kelbonite deposits, the phaser was depleted of power. The woman surrendered and I confiscated the technology she had acquired, including; a Phaser, a Tricorder and an unmarked combadge. Logs indicated this equipment had been retrieved from the U.S.S. Thames.

The woman was turned over to the Inquisitor, who gave myself a medallion of the Emperor's favour. The away team left with all equipment in the cloaked shuttle.

RECOMMENDATION: The San Francisco will remain in orbit to continue monitoring of the planet to ensure contamination was successfully removed. Investigate medallion to get a clearer picture of the technological level of the culture and to investigate possible applications in later duckblind style missions should Starfleet feel the necessity to carry these out.

One of Starfleet's Remote Observation Posts has detected the signal of advanced technology near the Hromi Cluster from a planet known to contain a pre-warp civilisation. Such a drastic leap in their technology is unlikely and the San Francisco has been sent to investigate.

    BIOGRAPHICAL INFORMATION
    Nylassa Alundi is a skilled diplomat and capable Starship commander, born to a long time Starfleet family. She took the rather expected path of joining Starfleet, though not without considering alternative, such as being a journalist.

    Her time in the academy was mostly uneventful, she had strong grades in most subjects and even came third in the 2392 Academy marathon held on Regulus IV. In the same year, in what was later deemed an extended practical joke, Nylassa and four other cadets remotely altered the weather control system above San Francisco "to make Christmas come early" in the middle of July. The entire incident lasted 35 minutes, however highlighted some flaws with the system whereby a specific sequence of subspace pulses could overload the command processor on a weather control satellite with no physical access or authentication required.
    Considering this, Nylassa was assigned to Earth Spacedock to work on shoring up defence against further such attacks, also investigating other possible encryption methods for communications based around similar techniques. Her work did not go unnoticed, and she was selected to join the senior staff of the U.S.S. Agamemnon, an Excelsior class fitted with an enhanced communications array.

    In late 2398, the Agamemnon was deployed to the Klingon border where among other functions it would serve in a peacekeeping taskforce, however Nylassa's skills were called on in the form of intercepting communications to get a better idea on what may have been going on across the border. With the outbreak of the Klingon-Gorn war, the Agamemnon's duties shifted and the taskforce was disbanded. Over the next two years, the Agamemnon surveyed the surrounding region, highlighting possible conflict sites and areas of other importance. The keen ear and quick tongue of Lieutenant Alundi kept the vessel safe during this period and earned some key intel regarding the deployment of potentially hostile forces in the area. This did not go unnoticed, earning a promotion to Lieutenant Commander.

    In 2401, Nylassa began additional duties as both the Second Officer and Intelligence Officer, however both postings became short lived as the Agamemnon returned to Spacedock to undergo an extensive refit. Rather than accept a posting to another vessel, she opted to take a Command Course at Starfleet Academy, earning valuable experience which would see her assigned to the USS Devore in 2403 as Executive Officer.

    The Devore was often called on as both diplomatic escort and resupply "milk runs" throughout the Alpha and Beta quadrants. Although the Devore had assisted in establishing several Transwarp gateways, her primary engagements were in the Hromi cluster in 2404, shoring up defence in that region. In 2405, the Devore was involved in combat manoeuvres as Klingon forces invaded the Hromi cluster and surrounding sectors. After mostly successful engagements, staff aboard the Devore received promotions in 2406. The Devore was not always involved in combat engagements in this time, and Commander Alundi's diplomatic skills were called upon once again, assisting in securing trade and scientific treaties with the Cardassian Detapa council.

    In 2407, Captain Mark Bonchune was killed in action amid heavy fighting and Nylassa received a battle promotion to Captain, assuming command of the Devore during the Battle of Ajilon Prime. Once the Devore returned to Spacedock for repairs following the battle, the ship was reassigned to patrol the Romulan front away from the Klingon front lines. The next two years were mostly uneventful save for minor skirmishes and the occasional diplomatic contact with seceding or independent Romulan colonies.

    In 2409, Nylassa's Captaincy was ratified and command of the U.S.S. San Francisco was granted to her following the resignation of Captain Victoria Calder. Command of the Devore passed to Commander Tahlem ch'Zaelh.
    Captain Alundi's time on the San Francisco was spent in multiple theatres, in both combat and exploratory roles. As part of the mobile fifth fleet, the San Francisco was never far from the action, she played a key role in defending Vulcan from the massing Romulan fleet in 2410 and was present during the battle for DS9 in 2411.

    During a conference on New Romulus in late September 2411, Nylassa was critically injured after an explosive device placed by True Way operatives was detonated in the main meeting hall of the Federation Embassy, while fast to return to duty she was unable to walk straight for a time due to losing both her antennae for a time.
    Undeterred Nylassa resumed duty and continued her command until July 2412, when the San Francisco was severely damaged in orbit of Lae'nas III by Breen attack craft. Though the ship was salvageable, she was adrift and with only battery power. The ship and crew were later recovered by the USS Khitomer.

    While the San Francisco was not destroyed, it was a costly loss to have it out of commission. Captain Alundi's crew broke up and although the San Francisco had been met with overwhelming odds, it was agreed not to return Nylassa to an active command at this time. As a result, she spent the next three years assigned to Starfleet Academy as a professor of Exolinguistics primarily, but also of encryption techniques and subspace theory in a smaller capacity.

    With the Undine onslaught later that year, there wasn't much call for an active language teacher at the academy with Starfleet and other Galactic powers entering a new defensive footing to repel further Undine assaults. Nylassa's tactical and command experience was more highly valued at the time, thus she was granted an Exeter class vessel, the Concord, and a training crew of highly graded cadets.

    During this time, she was additionally assigned as a mobile Fleet Captain in the Fifth Fleet and tasked with several administrative duties, being instrumental in consolidating many satellite taskforces and battlegroups, stationed at previous key points along the Klingon and Cardassian borders into a single unified fast response force in preparation for renewed threats to the Federation known as the United Sector Taskforce. As part of her work, new parts of the Federation Transwarp network were planned and opened and the taskforces many successes in the region led to a decreased Tholian presence within the Azure Nebula.

    With the onset of the Iconian War, Nylassa and her taskforce were mainly stationed near the Klingon and Romulan borders, around Deep Space 7.  Primarily as a defensive measure but also as a reserve force. They did take part in some hit and run style actions both during the invasion of New Romulus and of Qo'noS, but these were quickly limited as Starfleet's loses were increasing and projected to increase much further.

    Nylassa's taskforce soon after linked up with Battlegroup Prometheus, a battle-hardened group which had been at some major engagements throughout the quadrant leaving many ships battle scarred and in disrepair. Now a mere shadow of its former self, the two groups linked and Nylassa began a strong friendship and bond with Prometheus' commanding officer, Admiral Dakaar which would eventually lead to her marriage in the closing days of the war.

    With the Iconian War behind them, both the United Sector Taskforce and Battlegroup Prometheus set about with rebuilding efforts in and around Romulan Republic colonies. Now these efforts are completed, Nylassa has been reassigned as Commanding Officer of the Poseidon, a Sovereign class vessel, and transferred taskforce command to Captain Dimitri Miller of the Cychreides. With this, Nylassa transfers from the 5th Fleet to the 38th Fleet.

    Unfortunately her time commanding the Poseidon was a short one, as multiple technical problems plagued the vessel. In light of this, Starfleet command saw fit to reassign Nylassa back to the San Francisco.

Unfortunately, the wiki links will only work if the topic exists already.

To create a link, when editing the post, it should look like this;


The value can either be the name of the post or board, or the ID number, located in the URL.

Getting Started / SubAccounts

This is a brief overview while a full guide is written.

The intention of SubAccounts is to provide an In Character option for making posts. While they are optional, they do give your posts (particularly your profiles and reports) a unique tie to each character, rather than having in character information appearing under a singular name.


To create SubAccounts, go to your Profile and click "Manage SubAccounts" then click Create/Link, and create the SubAccount there.
Please note, names with apostrophes cannot be entered here. Enter the name without the apostrophe, you can change the name which is displayed later.
The password here can be anything you like (so long as you have the same password in both boxes!), you will not need to login with this password, it is only required if you wish to share SubAccounts.


Once your SubAccount is created, you are basically ready to go. When you make a post, there will be a drop down where you can select the SubAccount in use. If it's a quick reply, this drop down will be to the left of the post button. If it's a full post, the drop down will be at the top of the page.


To alter your SubAccounts displayed rank and avatar, you will need to login as this account. To do so, you need to use the SubAccounts block at the top left of the forum. In the drop down, select your desired SubAccount, this will log you in as that Character.


To change your avatar, go to the Forum Profile section of your profile. You can either use one from the gallery, or upload one.
To change your displayed rank, go to the Group Membership section of your profile. Select the rank you desire for the character, and set it as your primary group.

While our primary goal is to have fun, we have to ensure that that fun does not infringe upon the fun of others. As a result, the channel and forums are governed by a series of rules. Most can be boiled down to "Apply common courtesy to your actions, and we'll all get along fine", for finer details, please read below;
N.B. Please post any feedback or suggestions you may have in the General Discussion Forum.

Punishments for breaking the rules are listed below:
1) Any minor offence will result in a warning.
2) Repeated minor offences (3 strikes), or any major offence will result in a kick or mute.
3) Repeated major offences (3 strikes) will result in a ban.
Severity of the offence is made at moderator discretion.
Most rules can be boiled down to "Apply common courtesy to your actions, and we'll all get along fine".

The rules are as follows:
No excessive swearing, we're not prudes, but vulgar language is rarely called for, or met with pleasantries. There's a time and a place.
Over the top crude behaviour (such as name-calling) outside the bounds of reasonable teasing and/or RP will be subject to moderator action.
No hate-mongering. This includes racial slurs, anti-religious or any other form of comment and or posting designed to degrade a group and promote hard feelings or ill-will towards that group.
Discussing any sort of sexual behaviour towards minors (such as ERP with minors) will result in a channel ban and reporting to Cryptic. No warnings will be given, instant ban and report. No exceptions.
Everyone's political and Religious beliefs are so varied you can say something with the best of intentions, but in the end you end up upsetting and/or offending someone, or a group of people in the channel. In most cases it is best to avoid these topics.

The above rules will be applied contextually where appropriate. If in doubt, please speak to the channel staff.

Hello and welcome to the new look Star Trek Online Roleplay!


Whilst many things are familiar and the same, some are very vastly different, we look forward to journeying together through this new age of STORP. The biggest change will be the focus of STORP. In the past this has always been a pseudo IC and focused on an individual. In this brave new age of STORP, we are instead opting to focus more on an OOC style, however we are not entirely dropping our IC roots. Additionally, we're focusing more on fleets and how RP fleets can interact, using STORP as a middle ground as it were for fleets to meet and collaborate.


We are aware, however, that some may prefer to remain individuals, and that's fine and completely understandable! As a result, STORP will also be hosting an RP helmed by Zarro which promises to bring fleets and individuals together to face a common foe. He will have more details on that as the RP unfolds!


Finally, welcome once more to STORP, we hope you enjoy your time here, and if you have any questions, please don't hesitate to ask!
